A lawyer by profession, he practised in the private and public sectors in London and Hong Kong and was Solicitor General of Hong Kong before being asked to turn his attention to corruption and good governance. He is the author of 'Overcoming Corruption - The Essentials' (2010) ISBN 978-0-9564788-0-1. He brings with him a team of experienced anti-corruption fighters, most of whom served with him in Hong Kong: Graham Stockwell was Director of Operations, ICAC Hong Kong before becoming the first Director of Botswana's Directorate on Corruption and Economic Crime. Eddie So Chuen Yee was the ICAC's Director of Community Relations. He has long experience of public integrity education and the development of public support and is currently advising the UNDP on public corruption perception and attitude surveys. Denis Osbornehas a background of public service administration in Africa and is expert in public sector ethics, good governance and integrity management. Peter Graham was the ICAC's Director of Intelligence and Support. He has a military intelligence and Russian interpreter background.
Joseph Duffy has extensive experience of Asia. He was the Director of Public Prosecutions and subsequently a judge of the High Court in Hong Kong. Tony Scott is expert in the elimination of systematic corruption. With a police background, he was formerly the Director of Corruption Prevention in the Hong Kong ICAC. Brendan Gibb-Gray completed his career with the Metropolitan Police in London before becoming the Assistant Director of Investigation in the Botswana Directorate on Corruption and Economic Crime. His wide experience of investigating fraud and corruption includes the training of senior police officers in these areas. John Heslop is an expert in corruption prevention in public sector systems. In the Hong Kong ICAC he was Assistant Director of Corruption Prevention. Margarita Tsang is a management information and computer systems specialist. She is a former Principal Investigator in the Hong Kong ICAC. Daniel Cave is a community relations analyst who specialises in conducting corruption issues consultations of community opinion-formers. Our team is steeped in the practicalities of implementing a clear, comprehensive and coordinated strategy against corruption that comprises investigation, prevention and education. We are supported by operation colleagues who bring specialist skills to bear on the separate elements of the strategy.
